‘Our Neighbourhood? Hill Yeah!’ is a spatial manifesto that reclaims the former Marsa power station site as a place of co-created urban renewal. Drawing from the embedded knowledge of vernacular settlements, the project reframes the relationship between built form, terrain and communal existence.

Set within a limestone landscape fractured by industrial extraction, the proposal embraces the site’s disrupted topography to reconstruct a hill through a stratified grid. This spatial configuration hosts an assemblage of housing, workshops, gardens, and civic thresholds that privilege lived experience and environmental reciprocity. In this configuration, locality is not a fixed boundary but a lived negotiation, a porous field of interaction shaped by material, memory, and collective agency.

The new development reinterprets the hill by stacking functions within a grid structure that allows housing, commercial, community, and open spaces to coexist seamlessly. Behind these stacked zones, a cistern collects rainwater, forming a subterranean ecology that sustains the project’s circular strategy.

‘Our Neighbourhood? Hill Yeah!’ challenges normative urban production by foregrounding situatedness and the right to co-create. It is less a development than a call to inhabit space, with care, with others and with awareness of the land beneath, re-establishing social value and a sense of place.
