Department of Public Housing: Counteract against social class cleansing in the UK

This proposal reimagines Grenfell Tower as the heart of living civic infrastructure. At its core, a decentralised Department of Public Housing redistributes along the HS2 corridor, rebalancing regional growth and embedding governance in local communities. Instead of a static monument, the masterplan forms a fractured circular landscape of floating fragments mirrored in water, symbolising injustice and collective healing. A continuous pathway connects public hubs, offices, and decision-making chambers, reinforcing transparency and inviting citizens into democracy.

By activating underutilised corridors of the Lancaster West Estate as youth studios and creative arcades, the architecture forges new opportunities for entrepreneurship, social cohesion, and intergenerational exchange.

At the eastern edge, an Exhibition Pavilion links the site to local schools and leisure facilities, while a western library
anchors cultural renewal along the viaduct turned studio corridor. Material contrasts, raw concrete grounding the design, frosted glass symbolising openness, underscore the balance between permanence and permeability.

This thesis argues that true commemoration demands systemic transformation: an ecological retrofit married with spatial justice, and governance reimagined as national infrastructure. Through this living memorial, we enact a model of public housing equitable, participatory, and resilient where architecture becomes both catalyst and vessel for a fairer, more inclusive future.
